Depends what kind of cedar...a White Cedar/Arborvitae/Thuja Occidentalis are fairly easy to grow (they can take a beating) and the soft wood makes them easy if you want to do fancy jin and shari work. Red Cedar/Juniper Virginianis are closer to the traditional juniper bonsai, but are a bit harder to style.

Neither tree will survive indoors, though.

Growing from seed is a pain - it'll take a few years before it's big enough for you to do anything with, so unless you're hoping to do some mame I'd skip it and go with nursery stock. Cuttings can do okay but it really needs to be from a fast-growing plant or again you'll be waiting years before you can do anything ( ... )
