Sort of. I don't have the means to readily test non-English locales, so I simply fix encoding issues and the like when someone else informs me of them.

I'll apply your patch.

I have not tested this code on non-UTF, but I think, it has to work.

this bug is still present in 1.9.2. i've used suggested patch and now it works well.
