Hmmm, don't mean to be rude, but that's hardly an ideal location. North Queensland is sub-tropical / tropical in climate, and often subject to cyclones.
I'm remined of the "Engineering Party of Australia", who wanted to build an artificial mountain range on the Western Australian border, with a canal to the west of it. That's only a mere 2000 - 3000 km. It was claimed that the mountain range would change the climate, and the canal would be used to deliver food to the silos that would be built into it.
I have a book (self-oublished) on the idea. fascinating, if looney, reading.
