He would move out next month because he had already taken 2 weeks of vacation. We were originally going to remodel the bathroom with all that time. But now I was going to need that money to pay the rent when it was due.

Maybe you can ask him for some concessions about these things he's been going to take care of, and a time limit? Like, honey, I'd really like to have this done, can you please take care of it within the next (n) [intervals] and if it's not done by then, may I resolve it so that it's done with?
And then you'd know that the water lamp and bookshelves and network cabling and so on would be dealt with.. and how your place will look. Him still in it, but without all the shit...?
