4. layer > new fill layer > color fill - color burn 68% color: dcfaff
5. layer > new adjusment layer > hue/saturation set to color 100% > saturation up 45


6. layer > new adjustment layer > curves

8. Duplicate background layer and drag to top. set to soft light at 50%



then you are done! You could always mess around with the colors some before the soft light, and after you flatten your image you can add text or brushes or what not!
