I have a curiousity question with respect to this, so now mold, if the mold leaves a black ugly mark and you try to scrub it and it pales but remain, does that mean the mold is dead and stained the wall or still is live and you need fumigation?
I only ask because you said you merely scrubbed and painted and have to wonder if the mold is actually still there and spreading or if its dead, the marks are just stains and its fine to paint over the marks.
I have this issue at home and dunno which is supposed to be the proper course of action.
bleach and a lot of muscle. then I got a special mold paint, few coats of that stuff =P I'm not sure if it fixes the problem because I have no idea what's on the other side of the sheet rock. They roofed this place in the rain so I can only imagine whats going on above it... Lease is up in a few months and I'm out of this place.
