My suggestion to you is join some lolita facebook groups and other live journal groups and ask people in questionnaires. All I can tell you is that most girls are between 18 and 30 and they are willing to pay providing products are good quality. My solution is going to be to make a facebook groups with my design ideas and ask people what they think of them. See what they think would make them more Lolita looking. You just need to get asking people.
