Install six inch PVC piping connected to a sump pit. Make sure the feed line is over the highest line of stagnate water in the streets. Thus, there is no worry about backups (water seeks its own level). Run an ejector pump with cutting blades just incase there is 'material' in the water. Pump to water treatment plant. Viola...clean drinking water for all of Venice:o)
