You can enroll for military training at the age of 15, which is the typical age most young people would begin "secondary school" which is the equivalent of our high school. At that age, males are given the option of going onto higher education or for training in the military. Applying to the sectors (the four camps I'm assuming?) is in the same process. When you choose to move to military training you're given the opinion of one of the four. If you want to go into flight (Air Force) choose Western. If you want to go into sea work (Marines) choose Eastern. The Northern and Southern camps are polar opposites and while they're supposed to train the same thing, you're best off trying to get into the Northern Camp.

No. Women are not allowed to enroll in the military. It is illegal and against the law ruled by the Emperor.
However, this is not to say she can't try her damn best. (I say this coming part teasingly:) Men are, well, men and they make a lot of mistakes. If they're not able to see what's right in front of them. . .well your girlie might be able to get in.
Case point: Mashiro has graduated from the Academy of Flight due to connections within the camp. Family relations and so on.
I imagine it would be damn hard if you don't have friends in high places, but I'm sure you and your muse will figure something out!!
Can women take on secretarial, non-combative, aide type work within the military? I'm thinking about it for Rangiku to be some sort of aide, but if women aren't allowed in the military, I need to rethink some things.
I suppose the easiest way to describe the time period is modern-esque. We avoided choosing a year because it's a purely fictional game and aside from days of the month it's strange to keep track of. Long Live is steampunk, so while it has modern inventions (like aerocrafts or the uprising automobiles) it's old fashioned (semi-Victorian).

I asked because I'm thinking of apping a someone, and, well, if this was set in the 1500s or whatever, his country of birth (well, that I'm thinking of) wouldn't have been discovered by anyone there than the natives, who probably wouldn't have had the technology for him to get to Tekuni!
