I'd assume he was just in the background when it was being filmed - before they switched to purpose-built sets, The Bill was mostly shot in White City or Kingston, and they shot some stuff in Chessington.

As for 6 - obviously you don't remember all of the people we met when we used to go sailing - at the very least a couple of the BBC weathermen are regulars.
Just extra-ing, they were filming down at my local shops as I came home on the bus one day and I decided to be nosey and find out what was going on. I got plucked from the audience and was told to stand by the door as they wheeled this guy out on a stretcher. It was quite exciting for me at the time, but surprisingly I didn't win any awards, haha.
