So, even with all the expansions, you still cannot build a single city with all the city tiles... However, you can build a really big city that contains alot of little cities...

Not included, because it doesn't fit with any other city pieces.

Seems like you'd still be able to make one city out of all those squares, unless you have far too many wall pieces compared to inner city pieces. Of course, if you were able to form one city, my guess is most of the others wouldn't fit in well.

You have roughly 65-70 caps (I think it was 68), and thus have to make 65-70 Branches to form a single city. From the set of four-sided pieces, you have less than 20 (18, irrc) branches. That means you need 45-50 3-ways. There are maybe 25.
Another way: Consider the number of separate cities; There are 24 of them. In order to connect any two of those cities, a cap must be removed from each [+2 Caps], and a 4-way connection [or two three-ways] must be added [-2 Caps]. Then you have 1 less city. Thus, the number of additional tiles needed is 24-1 = 23*(1-2), or 23-46 Tiles, ALL of which much be 3- or 4-sided tiles.

Completely Impossible.
