Yeah, they had that kind of dancing at my brother's wedding too.
The problem is, not many people know how to ballroom dance, and getting a caller for a wedding is... expensive, and also rather complicated. And you want people to enjoy themselves at the reception. So modern dancing, which is essentially ad-libing, works well for something like that. I suppose, if you wanted to, you could view as Americanism expressed--complete independence, express individuality, yaddayadda. OR you could see it as anarchy.
Actually, that was what always confused me about Swing, too. I couldn't understand the structure, and I was told you really just kind of made up whatever. Which seems like it would be more difficult when you're dancing WITH someone. As opposed to just on your own.

You have the wrong impression of swing. The basic structure of swing is, well, the basic step which consists of left right rock-back. The rock-back being two steps that take the same amount of time as the longer left or right steps. So essentially everything you do has to fit the pattern of "long, long, short-short." You can break that pattern for certain advanced steps but its not as common
