The day the Bush Regime rolled into Washington, they dismantled Clinton's efforts against al Qaeda, & took their typically weak & lazy approach to hunting down those who had just bombed the USS Cole.
It is very unlikely that Gore would have dismantled Clinton's anti-terrorist initiatives. It is very likely that these initiatives would have kept al Qaeda on the run with their heads down. The initiatives could have even been successful in killing or capturiing Osama bin Ladin
Not only did Bush dismantle the Clinton initiatives (okay, he kept Richard Clarke, but refused to listen to him) Bush decided to make nice with the Taliban (who were "hosting" al Qaeda & Osama bin Ladin). Obviously, this emboldened them.
Also, thanks to the Bush's business connections to the Bin Ladins & the Saudi Royal family, Osama bin Ladin received some much needed funds, an important boost that President Gore would not likely have provided.
