Having read in an article on Outpost Gallifrey that Doctor Who would be shooting at Cinecitta Studios in September, I immediately became very excited. I really want to watch Dr. Who but I don't know where to start. I'm afraid I'd be horribly lost if I just picked up now.

I think if you were to start at the beginning of the 2005 series, you'd be fine -- no need to watch the original show to understand what's going on. (Although the older stuff is good, too!) But really, even if you started with the current season that's showing on SciFi, I don't think you'd have too much trouble following what was happening.
