Idea for a new device

We need something like this badly. It's getting out of hand. The device would be mandatory, and install in every driver's seat in every vehicle. The device would detect movement, and anything over 5mph and it would block all cell phone and text frequencies from the driver's seat.

Limitation in Physics

Due to the physics involved, its not possible to build a device which only would affect the drivers seat. Also, there would be some leakage of the devices effect out of the car with unpredictable results. Beyond that, its illegal to build a cell phone blocker. I can devise a passive system which would also block all cell phone traffic out of the car; but it suffers from the same 'whole car' situation - as with an active device passenger cell phone usage would also be blocked

I forgot to mention, the UK is the country with the strongest cell phone & driving prohibition - you can use a headset to talk, but you can't use the handset (the actual phone) at all. If you want to dial someone it has to be voice activated or the redial button on the headset or earpieces. Its probably the best solution to the problem.
