Okay, character A needs to believe character B is dead.

Well, there's the explosion that B gets caught in, perhaps B is in a coma and has no identification, or they could have just barely escaped the explosion and is in hiding, everyone else thinks B is dead until the investigation into the BOOM! is completed.

Plane crash, maybe B was supposed to be on a flight and either caught an earlier one or missed the flight and no one knows B wasn't on the plane that went down.

Mistaken identity, if B has a name that's close to the name of someone that died, A could mistakenly be informed of B's death and B wouldn't even know about it!

Bad guys fake B's death and kidnap him for nefarious purposes.

B is worried his/her enemies are coming after them and decides to fake death and go into hiding to protect their friends...

that's all I got, sorry for any pronoun confusion. Hope it helps!

You could look into the voudun drugs that slow the heart rate down and paralyze/put to sleep the victim, that has documented cases of actual people being thought to be dead, but they weren't really. (they use a poison from a fish I beleive) http://en.wikipedia.org/wiki/Bokor
