I don't think you should have suggested that the dog be put down. Control of the animal is the responsibility of the owner.
She should find the dog an owner who can control him, because apparently, she cannot. If she really cared about her pet, she wouldn't take him places where he could get himself into a situation that would put his life in jeopardy. However, if she doesn't even understand that legal action will probably eventually be taken against her for her dog's actions, she's probably won't be able to comprehend any of that.

i think the comment was fine, dogs that attack people randomly for no reason aren't safe to have around. she shouldn't take it out in public or around friends if it attacks like it does.
