Turbine doesn't normally respond to forum posts. But there is a customer service phone number you could call, and ask them your questions.

Um, that would be a nice idea, except again, I live in the Philippines, which means I'd be paying long distance fees. The people I live with here would not like to see that on the monthly statement, especially since the people I live with are my parents, and they pay for the phone bill.

I wandered through the support section to see what I could dig up, and found this: Can I use PayPal to pay for my LOTRO subscription?
PayPal is not a valid form of payment for LOTRO monthly subscriptions. If you do not have a credit card, we do accept prepaid credit cards which can be purchased at many major retailers.

LOTRO also does accept payments from a third party site called PayByCash at the following URL: http://www.paybycash.com/turbine/gametime.php

This site facilitates cash or check transactions through the mail and also directly from customer's bank accounts.

Don't know if it helps with the Philippines issue, but it sounds like it shouldn't be a big deal with their third party link.
