Go to Manage-->Profile-->Comment Settings-->Enable commenting from.

From there you can change the drop down box to "Everybody" and non-friends will be able to comment.

God, I'm so drugged (just had surgery) that I can't tell now if I have it right. It's "Monaghan," right? It looks funny to me but my brain isn't quite right. Heh.
