Character: Megumi Kitaniji || notonurplane
I'm going to have to go with no, she can't read him. Kitaniji is a Shinigami/Reaper and a powerful psychic. In his canon, Reapers are unscannable so their minds can't be read. If she touches him, she'll get nothing (except for maybe "Please stop touching me").

If it's in regards to things he touches and whatnot, she can see that he used it, but that's it.

Permission to Read: Yes, with permission
Things to Keep in Mind: Technically, he's a Nobody. He doesn't actually exist. Some of his memories aren't his own ( aka Sora's ). Roxas doesn't remember anything before Day 7 of being in the Organization nor does he actually know how to use the Keyblade. It's instinctive. Any object he touches is up for grabs!

Character: Yoshiya "Joshua" Kiryu

Permission to Read: Yes, but it won't do any good one on one
Things to Keep in Mind: Joshua isn't alive, really. He is just perceived to be due to his frequency being lowered. Joshua is what is referred to in his canon as a Composer. It's above the Reapers yet below the Angels. Since Reapers cannot canonically be read by people, it's stands that it would go for the Composer as well. People cannot read his mind, cannot sense him, and normally cannot even see him. If someone 'scans' him, he can implant whatever he wishes into their heads ( as he did with Neku and allowing Neku to see ( ... )

Character: Flay Gunnar (theflaya)
Permission: Yes, though notify when and if it happens.
Details: Flay is a swordsman and an alchemist. His weapon, though, is so unique one doesn't even need ESP to tell that it's his. It is a heavy blade, though, and though you may be able to read his style easily, performing it without the necessary strength is impossible.

Character: Patchouli Knowledge (weekwizard)
Permission: Not unless allowed.
Details: Patchy has spent a century researching magic. Though her focus is on elemental magic, she knows many types and has the mental and magical aptitude to defend against such mental intrusion. The spells written in her books may be performed, but only if Lien has the innate ability to perform elemental magic in the first place.

(NOTE: following character is still in applications. Just posting this for future refrence.)
Character: Miku Hatsune (sonatabot)
Permission: Never.
Details: Miku is a program, not a person. ESP doesn't exactly work on her.

Permission to Read: No, unless asked first.
Things to Keep in Mind: Hades is the God of the Underworld/Afterlife. That said, he's also kind of the literal godmod of stealthiness, meaning that even other gods can't touch/feel/read/sense him or his presence unless he wants them to. He likes to abuse this a lot and isn't prone to lowering his guard. Like all gods he's a strange being that's less alive than maybe 'more real than life' - he's timeless, ageless, doesn't have any bodily needs and literally had eternity to learn whatever he desired to learn (but he's not omniscient). His drawbacks are that he cannot lie and has very limited ability to relate to or express emotions. Things touched by him might feel empty, but not in a bad way. (Sort of like how death can be welcome or soothing in circumstances, I hope that makes sense.)

Permission? You bet! Keep in mind, though, that Sherlock's mind is not quite what one would call "normal" in comparison to the average human mind. In fact, there is probably an overload of information kept there, that only he knows how to correctly "categorize" and make sense of.
