hmmmm soft look eh ? xD

try this - duplicate the layer of ur pic and go to filter > noise > median . set it up to 3 or sumthing . then on the layers box , change the mode of the median pic , I usually use screen , overlay or soft light ;D try experimenting by changing the opacities or sumthing (lol) hope that helps ~ OwO ♥ (and my explanation is understandable XD;;)
