Step One - First, pick an icon that has very dull coloring seeing as this tutorial will brighten your image immensely! (hope i spelled that right) I recommend picking a photo that has either good lighting or is outdoors. lighten & do whatever you need to make your base. sharpen. This is what I got for a base:


Step Two - Duplicate your base and set it to Screen at 20%

Step Three - Make a new Selective Color Adjustment Layer. Make the settings as follows (you may have to adjust the reds + yellows or greens+blues to fit your image)

REDS
C: -100
Y: +100

YELLOWS
C: -26
Y: +100

GREENS
C: -100
M: -100

WHITES
C: +100
M: -100
Y: -100
B: -66

NEUTRALS
C: -3
M: -17
Y: -18
B: +15

BLACKS
B: +100

Step Four - Make another selective color adjustment layer. Again, you may need to adjust the settings to fit your image.

REDS
C: -100
Y: +100

YELLOWS
C: -65
Y: -100

WHITES
C: +100
M: -22
Y: -100
B: -19

BLACKS
B: +100

Step Five - Make a new Color balance adjustment layer. Make the settings as follows (you may need to adjust this too)
Midtones -14/+22/+17
Shadows -40/+2/+28
Highlights -24/-22/-29
make sure preserve luminosity is checked.

Step Six - Make a new brightness/contrast adjustment layer. Make the settings
Brightness +10
Contrast +10
