1. First, we use a curves layer to lighten the picture. While it's not particularly dark at the moment we will be adding a colour burn layer later will make it dark. How much lighter it needs to be will depend on the original image so play around but I usually make it subtle.
My settings were:

2. Now create a new layer and fill it with a light yellow. In this case I used #e8e49e. Set the layer to soft light at 100%. Don't worry if your icon looks very light and washed out just now, this will be sorted later.

3. Create another new layer and fill this one with a light pink. I used #f28eb4. Again, set the layer to soft light at 100%.

4. Create a new layer and this time fill it with a light orange (#e8c49e). Set this to color burn. Mine was set to 86%.

5. Since the orange colour is overpowering on the icon, we use a contrasting colour, in this case a medium blue (#457fa8), to cancel this out. Create a new layer and fill it with the blue, then set to color burn at 55%. As you will see this also makes the icon darker and have more contrast.

6. The blacks in the icon still have a red/orangey tint so i created a new layer and filled it with a light blue (#b7dff1), then set it to linear burn at 71% to make the shadows darker.

7. Since the icon is dark again, I used a levels layer to brighten it, particularly to make the whites lighter.
My settings were:

8. The strongest colour in the icon is currently the green. To break this up a bit I decided to increase the reds in the icon: particularly the car and partly Alex's face. I did this using selective colouring. This part really depends on the original picture, but try to increase a colour that isn't featured in the icon much. My settings were as follows:
Red: Cyan: -61
Magenta: +81
Yellow: +100
Neutrals: Cyan: -16
Magenta: +14
Yellow: +13
Black: -4
Blacks: Black: -8
The method should be set to relative.

9. The icon is still to dark so I made a final curves layer:

10. Next I added this texture (by
mefan,I edited it to up the contrast and remove a black corner) as a new layer:
Set this to linear burn at 25%.

11. Duplicate the texture and set it to soft light at 25%.

12. Finally I created a new layer. Using the gradient tool with the following settings
I made a small radial gradient with the colour #dcdad6. I then used the smudge tool with the brush set at 40 and the strength about 40%, so that I was left with something like this:
(but without the black background).
The layer was then set to lighten at 31%. I placed this roughly on Alex's shoulder so that the added light makes her the focus on the icon.

That's your icon finished. Since this will obviously not have the same result for every picture try going back and altering the colours/opacity of the soft light and burn layers.
