Next time you are around him, be friendly, but act like you've completely gotten over it. I have a feeling it'll change his tune. He won't like the fact that he's not in the spotlight anymore, so he'll either stop the b.s. mixed signals or decide he liked the attention and ask you out.
One thing to remember: boys are yucky.
Another bit of advice - I really didn't date in highschool. I had a lot of guys who only considered me a friend. Honestly and sincerely, it'll happen. Just give it time. Besides, with all the other stuff you have piled on your plate, you might find a boyfriend would make it harder (more distraction). Enjoy the freedom to flirt ruthlessly with whomever you want.
