Sex assignment refers to the assigning of sex at the birth of a baby. In over 99.9% of births, a relative, midwife, or physician inspects the genitalia when the baby is delivered, sees ordinary male or female genitalia, and declares, "it's a girl" or "it's a boy" without hesitation or uncertainty. i can find you the article if you care..
but i read this article about how
doctors in the united states will often convince parents of newborns
that if their penis is below "average" (less than 1" at birth, i believe) size that
it would be best for the "well-being" of the boy
to turn his penis into a vagina.
they often claim that at adulthood the man will not "function" properly EVEN THOUGH it will be able to do everything an "average" penis may do.
also, if the sex is not able to be "determined" at birth,
doctors will often convince parents that it is best to raise the
child as a female as opposed to a male
stating that a male who later discovers that he may be female
may have a harder time "coping."
there are some wonderful quotes from doctors in the article, so if you are interested i can look through my old school work to find it.

A penis less than 1.5 centimeters long and 0.7 centimeters wide is usually considered to be "unacceptably short" and "inadequate for later sexual performance" and is usually deemed a clitoris, and he a "she." In this instance, although a genetically "XY" male, perhaps even with testes, the infant will be re-assigned as female and her "micropenis" surgically altered to become a clitoris. Such re-assignment is particularly likely if also the urethra does not open at the tip of the phallus, a common condition known as hypospadias.
i'd be interested in seeing that article if you can find it.
