Because there are too many animals in the city...and they are naturally attracted to Kyou-kun and Shigure-san We are building one close to the temple. But...um...we need volunteers...for the building and planning process.

If it's volunteering you're interested in, you might try asking after Penny? I know she's very passionate about volunteering and things, and I'm sure she'd know of plenty of opportunities for it!
