*Something people can carry candy and treats in

Where I'm from it's a festival where children dress up in costumes and go from door to door asking for candy treats. Adults tend to hold costume parties and sometimes contests.
it's actually a day to mark the end of the harvest Season. It's believed Halloween is the day when the barrier between the spirit world and the living world is at it's weakest. Therefore, one might see the dead or be able to speak with those who have passed. Some traditions use this as a frightening factor, or some spirits use it as a way to escape, but it can also be a time to cherish those who have passed to the spirit world.

Dressing up in costumes and asking for treats does sound quite fun! Though I wonder if that would be dangerous considering our current location...
But you mentioned seeing the dead...? Would you suppose that would be able to occur despite the chips in place here?

The dead walk around quite a lot here... if you include the monsters haunting the basement of the hospital and those who walk the streets.
However, I've heard there was a time where the former residents of this city appeared as ghosts. This world doesn't seem to work the same as the ones I've been to in the past... but that shouldn't keep one from being cautious or paying their respects.
