I think that the 1936 Olympics should have taught us that anyone can play nice for a month or so. The whole world still declared war on them 3 years later.
I guess just because "we" (although really it's the IOCC, the rest of us don't get much say) did it before doesn't mean we should do it again. You'd think that we'd know better.
Plus, even though the Nazi party gained control in Germany in 1933, it was 1935 before Jews were stripped of civil rights on paper (and all the signs banning Jews were taken down during the Olympics). Not having lived then, I don't know what the media was like then, but it very well could have been a situation where the rest of the world wasn't yet as sure about what the Nazis were doing as we are about China today.

We boycotted the Olympics in the USSR for much less.
