[Somewhere in the middle of Robert's social butterfly-y excursions, he notices a familiar (but unfamiliarly grumpy) mermaid in the fountain. Well, nobody should look that unhappy! He's just going to flit up to her and give her his biggest smile.]
Keimi! You shouldn't be alone on a beautiful day like today!
[Oh, that's no good... Well, it might be, it depends what "weird" is.]
Maybe it's just because of how the weather is so much nicer now! But I hope they aren't being mean to you or anything... you're such a nice person and you deserve lots of good friends!

Aw, thank you! [And Robert is going to just... give Keimi a hug. It doesn't matter if she's wet or anything! Hugs are nice! He'd be way too terrified to give her a hug normally.]
... I don't want you to be sad, though... Maybe I can take you around town, if you want? It must be lonely being in that fountain all by yourself.
... Though if you want to stay in the fountain, we can just talk, too! It's all good.
[She tenses a bit from the hug, squirming a little. She doesn't want to insult him, but she's hardly in the mood to be touched. Still, she wraps her arms around him for a second.]
[Whelp. He notices that as soon as he hugs her (a byproduct of his lack-of-autism) and decides he's not going to repeat that anytime soon. If she doesn't like hugs right now, he can express himself some other way!]
I'd love to take a nice walk with you!
[... Is her wheelchair anywhere around? Robert will happily help her into it if he can. He's... not that strong.]
[She nods quietly, swimming over to the other side of the fountain and grabbing the side of her wheelchair. With a little bit of effort she manages to hop up onto the edge of the fountain.]
[Robert helps maneouvre the wheelchair in such a way that Keimi can easily lift herself into it. He's helpful! And that's something he can actually do.]
Oh, I don't know - anywhere! Though there are some really beautiful places near the river, now, thanks to the warm weather and the rain before.
[Robert still has an appreciation for nature, at least.]
