President Bush, according to an AP Headline, "defended his administration's efforts to stop the U.S. Congress from imposing rules on the handling of terrorism suspects."

What's Congress thinking? Next thing you know, they'll start thinking they have the power to make laws, or, worse, to make Rules concerning Captures on Land and Water.
