I think your mom's lover situation is cute ;) But sorry it's a kind of pain in the ass for you. Maybe you could tell her how it makes you feel and she'll make more time for you. Being in love makes us all stupid sometimes. Our lovers make us do weird things...like get blotchy...and wave stupidly...and fall down right in front of them...and I guess in your mom's case he makes her forget about everything else.
