It sounds honest and real and convinces me but will it convince the officials of Lake City? Maybe you could make it more manipulative. Like phrase it more about concern about why the neighbors are behaving this way and how it doesn't make sense and leave the part about labeling their behavior as "nosy" out. Actions speak louder than words, so by simply illustrating exactly what they did you let the reader come to the conclusion that the neighbors are nosy and leave all blame for that conclusion off of yourself. Also, calling B your fiance or a commonlaw spouse (whether it is true or not) makes you sound like a more upright citizen especially to LC police and ppl. Of course, keep in mind that if you take my advice it will sound more calculated and less from the heart. lol I think the emotional appeal asking people to help Brison is very effective. Maybe say something about hoping your dog is still alright and praying for (or just hoping/wishing if that word makes you barf too much to use it) the safety of the pets of others too.
