I have a picture from Universal Studios in California of me standing with some random character and wearing a fanny pack, sunglasses and some sort of ridiculous hat. I was 8.
It looks very similar to your photo.

I'm willing to wager my mother has many of these laying around as well - although I don't think any of them would include a fanny pack. I was never cool enough to pull those off.
