OK so as much as I love Linux, it will not play nice with my tablet, nor does it feel any love whatsoever for painter 8. I did try out MyPaint and it was pretty badass, but there's a small problem: the pages in progress are all .rif format and will not convert. Plus I can't open them to edit for print using Mint. I was going to ask what version of Linux you were using, but I guess you're using Mint. :) Don't know anything about that one; the boyfriend uses Ubunto on our media server.
as for Windows - what's your price range? I got Windows 7 Ultimate for about $80 last year or the year before; if that's in your range i can inquire as to if it's still available. might take some time though. (got a friend who has a relative that works for MS, and they can buy stuff at cost as long as they don't make a profit)

Have you lost the activation key? If you haven't, you can reinstall Windows for free, even if you don't have the installation disk. Just borrow one from a friend :)

unfortunately, the key can't be used again (microsoft decided it was piracyyyyy, so I had to crack it to get around their crap) and I haven't got an install disk anymore.

I keep thinking it might still be in a box, but I am an optimistic person like that...

Does it absolutely have to be Vista? Because if the Cintiq and shenanigans are compatible with XP there's a decent chance I've got a spare install disc floating around somewhere. You'd just have to install a good 7 years-worth of updates before use. =D
