Around 1999, Capcom came out with the most superior version of Street Fighter III, which was subtitled 'Third Strike'. Gorgeous graphics (You've ever seen at the time.), A very fun fighting system (Parries, baby! My guess is that SNK doesn't want to put Terry and Rock in the same game, especially if they throw Geese in there as well. That's just... Retarded. Perhaps SNK has a better idea as to what they're going to do to Rock Howard?
But MOTW was emulated rather nicely for XBL, (Though I feel about 20% slower without my DC pad) and it's nice to have a COMPLETE movelist for the characters; i.e. Dong Hwan's "Own Style Phoenix Flattener"

That something I just heard in another post on here; Rock's not added out of respect of the old Fatal Fury staff. Add that with what SNK said about planning a Garou sequel, and it pretty much says 'The Wolf Cub's story isn't over yet.'
As far as XBL MOW, I can't argue with that at all; The control's still dodgy as far as a 360 fighting game goes, but if you get used to it, it leads into some fun matches; (Though some of the matches online have progressly gotten better about lag...)
On a somewhat seperate note, a KOF XII Premium Theme has been added to the 360, specifically Kyo, Rob, Duo Lon and Kensou. Looks pretty cool.

"Although his appearance in the 2D King of Fighters is highly anticipated, the KOF staff revealed that they have no plans to place him in the roster due to their respects for the old Fatal Fury staff. SNK Playmore members seem more interested in placing Rock in the next Fatal Fury installment."
So either someone in the SNKP is actually thinking about doing another FF related game or someone is pulling one hell of a mean prank on mentioning another FF game in the works being actually official. (And by that I mean actually getting done, not being put on hold even though it has X amount of percentage on completion.)
