I certainly consider anime/manga to be a medium that allows for artistic integrity. 'Good' anime/manga will definitely have a level of writing or illustration [or both] that qualify it as art as much as any painting or work of literature. Of course, much of the bulk of either medium can lend the idea of art to the viewer/reader as much as a trashy novel or mass-produced movie might if it's used simply as a means to generate profit and appeal to a large audience rather than present itself as art

I think if we assume that Lichtenstein has artistic integrity, we have to allow for the possibility of artistic integrity in manga. I don't see how, as a style, you can differentiate it from impressionism, expressionism, or whatever other style you choose. More of the works tend to be commissioned by large publishing companies, but you can't really say that art for mass consumption isn't art, lest zombie Diego Rivera come and whack you around for a while. I don't think I have any logical basis for saying it's not art
