So, when rewatching S1, it's fairly obvious that Jeff is totally reliant on speeches and "using words to get things" to the point that he's characterised as eloquent, witty, and manipulative

Ooh I like this post!! It reminds me of a fic I read-- I can't remember where-- where Jeff is talking about how he's good at speeches and the big gestures, which makes him good in a crisis but causes him to falter in day to day life-- and this post shows that he's moved on from that to someone who doesn't *need* speeches and whatnot, because he can handle day to day life without causing crisises, because he (and everyone else) cares

Wasn't that one by vainhopes? I think it was one by vainhopes, and it was set after the S4 finale....
[I don't think he deliberately fumbled his speech, but I think it was pretty obvious that Annie *did* need the hug more than the speech. And Jeff needed it too :).]
I just rewatched it last night and he seems really at a loss for words. You are right that he doesn't seem to be deliberately fumbling it, per se, but he's obviously trying to say something that will make
