Summary: Lex Luthor breaks the law. And the law in SV aren't gonna let that slide.

He was cruising through the countryside at a high speed. Laws like speed limits were simply guidelines, not hard fast rules that someone had to keep to. He was Lex Luthor, the man who held all the power in Metropolis in his hands. He wasn’t going to follow such a plebian rule.
Even so, a string of highly colorful curses escaped his lips as the sound of a siren broke through the quiet country air. A quick glimpse into his rearview mirror, and he saw the bright flashing lights of a police car.
In Metropolis, this would not be a problem.
In Metropolis, they wouldn’t even dare.
In this, as in so many things, Smallville was vitally different than Metropolis. The small burg was lorded over by a Sheriff who was a hybrid of a self-righteous Wyatt Earp and a good-old boy throwback to black and white Mayberry, and his Barney Fife meets Sheriff Lamb deputy. The current regime in Smallville was yet another reason why Lex hadn’t bothered to darken the town’s doorstep in years.
Business deal or not, he shouldn’t have come. At least when this meeting was over, Plant Number Three would no longer be his property. Let Bruce Wayne waste all his money and time on this money pit.
As the Sheriff approached the car, Lex sighed and rolled down the window.
“License and registration, please.”
“Why, certainly.” Lex said, handing over the documents. “May I ask, what was the infraction you pulled me over for?”
“I clocked you at ninety-five miles per hour in a thirty-five zone.” The sheriff lowered his mirrored glasses and glared at Lex. “We don’t do that in my town.”
“I wasn’t aware that you owned the town.”
The sheriff ignored Lex’s comment, concentrating instead on the registration. He pulled out his walkie-talkie. “Your registration is expired, Mr. Luthor. Given your previous infraction on top of this, I’m afraid I’ll have to take you in.”
“You’re arresting me?” Lex said incredulously.
“When you’re in my town, you play by my rules.”
Lex took his keys out of the ignition. “Fine, whatever you say, Clark.” He muttered, hardly believing he’d ever been friends with this sycophant.

“Any word?”
The Deputy rolled her eyes. “The computer will tell me when somebody actually cares enough to bail you out.”
“I’m a very powerful man.”
“Yeah, I’m sure.” Lois replied, and returned to filing her nails. Her appearance was an important thing. She was the deputy- she had to look good, even in the tan and khaki uniform she was forced to wear.
“Oh, this is just priceless.” Chloe said, breezing into the police station. “So, Mr. Luthor, any sound bites for the press on your sudden arrest?”
Lex fumed. “The news has reached Metropolis, and no one that I pay has even bothered to lift a finger?”
“Oh, it hasn’t reached Metropolis, not yet. I got a scoop.”
“Yeah, because of your relationship with the sheriff.” Lois growled.
“Oh Lois.” Chloe sighed. “Journalism isn’t for everyone. Just because you couldn’t cut it at the Inquisitor doesn’t mean that you have to be bitter towards all forms of media for the rest of your life.”
“You want a sound bite, Ms. Sullivan?” Lex growled. “I hate this freaking town.”
Chloe smiled. “Can I quote you on that?”
