I'm using PS cs2, but i'm sure this tutorial is transferrable.
The images are saved in .jpeg format that's why they look a little grainy.
Let's begin, start with your base, crop/sharpen if you want to.
Duplicate your base once, or as much as your image needs not too bright either,
and set it to screen 100%.
Next, make a new layer and fill with a light blue, or #a1dae1.
Set it to color burn 100%.
Duplicate your base draw it to the top and set to Screen 100%.
New layer fill with a navy blue, #061141 and set to exclusion.
Duplicate your light blue colorbun layer and drag it to the top.
Duplicate your base, drag it to the top and set to softlight.
New layer fill with a tannish color #e1d0a1 and set it to multiply 30%
New layer fill with a light blue #ade9ef and set it to softlight 30%
Finally, press alt+ctrl+shift+E, which is almost the same as merging all your layers and
duplicating that layer, set this layer to softlight 1oo%. and voila' =).
Remember to play with opacities, colors and all that stuff with different images.
You can also add some brushes, text, a little crop there, here's what i got after playing a bit.
