Start with your base, sharpen.
(Ignore the thing below my image, it was just a screenshot of an image I had saved and yours doesn't have to have it there).


New curves layer. Use these settings:
RGB
First Point
Input: 184
Output: 216
Second Point
Input: 110
Output: 116
Third Point
Input: 75
Output: 67

RED
First Point
Input: 143
Output: 179
Second Point
Input: 70
Output: 94

GREEN
First Point
Input: 152
Output: 192
Second Point
Input: 98
Output: 115

BLUE
First Point
Input: 202
Output: 199
Second Point
Input: 52
Output: 85

And you get this coloring:


New layer filled with #001B47 or any dark blue color, and set to 80% exclusion.

Then if you want to have a border thing, I used this made by me. Set to lighten because that gets rid of the black. I used it to get rid of the thing under the picture.
