Start with your base, sharpen.


Duplicate your base, and desaturate it, set to soft light 100%.

Set a #002B8C layer to 100% exclusion.

Using color #A30000, make a new gradient fill.
(Click on the half black, half white circle at the bottom of the layers window, and select Gradient).
Use this as a guide:


Set this layer to lighten, and you get this:


Duplicate the base, bring to the top and set to 100% soft light and desaturate it.

New curves layer, joy.

Point One

Aaaaaand you get this:


Make another gradient fill layer, and use these settings: (The color I used is #D70000).


Set this layer to lighten, which gives you this, and the end result:
