Start with your base, sharpen or whatever you want to do for your base.


Duplicate the base twice, set the first one to overlay 100%.


Desaturate the second duplicate, set to screen at 50%.


Set this by 
ewanism to lighten at 100%.

 

This by 
ewanism to overlay 100%.

 

This by 
ewanism to hue 100%.

 

Make a new fill layer of #000A30, and set to exclusion 60%.

 

And that is that again. Woo.
