I've seen it before, I'm sure it's photoshopped but I'm not sure I understand your question, which seems to be asking "to what degree?"

I'd guess it's a legit photo of sheep on a hill, and some talented cgi artist added the wolf. Now that I've blown it up and looked closer, I can see it's heavily manipulated; most of the sheep if not all of them were added to the hill image.

It is a great image isn't it? Perfect for my meditations today!
