At this point, I don't know. I want to say yes, especially as the town in question is quarantined right now, but they're also saying it might have come from Asia.

I still think that Carroll might have something to do with it because link hunting, I found a small note saying that the people of the town have been complaining of those exact symptoms for almost a year now! So ignoring that is not exactly wise.
