Suggest you change out the trustee's as planned. Once you do, file a lien for back fees on the condo he's trying to sell. He won't be able to sell with a lien on it...

That should force him to the table.

Yeah, I spoke briefly to a lawyer today. We're having our meeting as planned, and are going to assign more Trustees. I think it's going to end up with a lien on the guy upstairs and a lawsuit against both him and the developer. I'll be speaking in depth to a lawyer hopefully this week.
The developer has a buyer for his unit and it should be sold before the end of the month. I think it may be in our best interests to let the sale go through and just take him to small claims for the fees he owes.
I feel bad for whoever's buying the unit though. "Hi, welcome to the building. Your condo fees are going up, you have to pay a couple of months in advance, and we ahve to do an assessment to take care of the almost $4000.00 worth of debt Wayne left us with! Have a nice day."
