Hell, Mimi and I were in Canada when we saw a man who, on inspection, was quite obviously both homeless and completely blitzed, but who had fallen and had a head injury. We called 911 and the police came in no time.

I think the difference in these situations was that the man was 'mobile' and he was refusing assistance from people on the street. I think in cases where the person is down and unable to go anywhere, then the police will come. But cop that I talked to in person made a point about the fact that the guy was walking away (even though I said that he was barely able to do that and spent much time stumbling and leaning on his bicycle). I think if he had collapsed, then they would have come because, if nothing else, he would be a health hazard and a point of disturbance. But the fact that he was injured and disoriented, well apparently that's not sufficient cause to do anything.

Blows me away.
