As far as planning anything goes, we have a distinct problem.
Anyone who knows anything of the Tetha Police force and who would have been inclined to work with us is dead.
Similarly, if I recall my intelligence briefings well enough, we do not have anyone who knows Xellos well enough to give us insight into his motivation.
Before we can do anything constructive, we will need to find some means of acquiring information on both the current state of affairs in the police force, and about what kind of things Xellos is motivated by.
Of course, we could act without that, but I'm no fan of flying blind.
...There goes that first idea. I was remembering about how Sonic's Uncle Chuck used to be a spy for us Freedom Fighters during the first war with Robotnik.
As for the second one... doesn't Commander Daimon's other daughter have some sort of connection to Xellos? I could have sworn I've seen some posts involving those two SOMEWHERE...
But, yeah... we're gonna hafta plan this out real well...
Well, Ivan already mentioned stuff for the planning thing... but as for the mole, all we really need is someone who's totally well known for being a crusader against crime and stuff who'll just act like he or she is pissed off with our methods and them being too slow...

While you're correct that inserting a deep-cover mole would be difficult, at best; gathering direct information about the invasiveness and methods of Parrotmon and Ravemon's forces among the populace would be less difficult. Actual solid information would be helpful in countering whatever sentiments and strife Xellos is attempting to stir up with his announcments

That's a very good idea, X. If nothing else, we could certainly use that with enough information gathered.
Though, keep in mind - you yourself have had encounters with major situations involving Xellos. If you start to snoop around, it's possible you'll be just as noticeable to him as Masaru and I were. If you're not already.
Honestly, I figure he's got to be an idiot if he hasn't already put some kind of surveillance on Alia, Axl, and myself. And I don't peg him for an idiot.
Whether any of us go nosing around for information or not won't affect his keeping an eye on us. And by keeping our investigations above-board, he'd have to trump up charges to try to arrest us to get us out of the way. That would risk tipping their hand that they're making illegal arrests. It's also a fairly heavy-handed thing to do, and Xellos strikes me as more subtle than that.
Also, if we manage to insert a deep-cover mole, our investigations could act as a diversion to screen the mole's actions by keeping Xellos focused on us instead.
The idea of a mole has merit. It helped us to a fair degree with Saiba Neo, in the past.
And there are men in Tetha who might be willing to aid us. But in that sense, we have to be careful... such a thing could have an influence how civilians see DATS and our interactions with them, depending on the outcome and how Ravemon might spin it should he find out.

Good, we can go with that, at least. We have many more things to figure out, but it's a good starting point, at the very least.
