Costume Pattern Advice?

So, for NDK, I'm hoping to do Melfina from Outlaw Star. But HOPEFULLY, not the version of her with the ugly blue poncho [though if I can't make this particular version, I guess I have no choice]

I have a couple questions, but first, pictures.

First and formost....
WHAT THE HELL KIND OF PATTERN DO I USE FOR THIS?
At first, i was thinking a full body suit thing, but all that I was finding were fur suits which are too loose. I was thinking like almost an overalls pattern, but then you have the stupid clasp-and-straps on top that would have to totally go. So then I started thinking "Okay, LEOTARD!" today and just build sleeves and legs off of it? Mom thinks a Leotard with Tights under it, but the bottom of the pants flare just slightly and... it also brings us to problem 2.
See that uber small picture in the last bunch of screen shots? From the back? That is the ONLY image of the back of the costume. So, 1: Can't tell pretty well what the design is. I think I have for her back along her spine pretty well figured out but... BUTT! Why does there have to be shit on the butt?! And most of all, i can't even tell what the hell it is!!! However... Of 26 episodes that are 25 minutes long, that particular image appears for only... 5 seconds, maybe even that? If I didn't do the detail on the butt, do you think people would even care?
Even then... Mom suggest, "okay, then just like copy the front detail on the back, however..." She says if I try stitching on leggings or a leotard, I'll cause the material to run. But if I make it from scratch, rather than going out and buying something, I could pick a material that won't run when I stitch the designs to it.
So.... ANY HELP, ANYONE?!
