Harry Potter theory - spoilers

So I'm going to post one of my theories about Harry Potter and the Half-Blood Prince. I suspect that it has probably already been said by someone else, but I'm writing it here anyway. I was going to post it on a forum but I can't be stuffed. Do not click if you have not read it yet.

In Chapter One, "The Other Minister," the Muggle Prime Minister is contacted by the Ministry of Magic through a messanger in a portrait located in the far corner of his office. The man in the portrait is described as "froglike [and] wearing a long silver wig." He signals his messages by a "soft cough."

Sound like anyone familiar?

Dolores Umbridge, perchance? She is frequently described by Harry as "toad-like" and always tries to get attention by her ridiculous cough: "Hem hem!" Prior to her appointment as professor of Defense Against the Dark Arts at Hogwarts, she was employed as Senior Undersecretary to the Minister for Magic.

I think it's entirely plausible that she is a descendant of the messanger in the portrait, who was a high-ranking secretary in the Ministry of Magic quite some time ago (I'm talking maybe 250 years ago).

Any thoughts? This theory is pretty basic and has no influence over the possible future of the story, I just thought it was really interesting.

In other news, I am well. Went to a 20th birthday party last night which was very fun.
