such a nerd sarah... such a nerd...

also depending on the situation and the person, the answer should be different; Take for example, I accidently slap Mr.Universe "The Governator", spit in Bruce Lee's lamb's blood, fart on God's face, and then poke the doughboy in the belly... I would run like hell out of fear.
But say they had slapped one of my loved ones across the face, i would definitely stand up to them (hopeless as it would seem) and somewhat defend their honor (for the .000000000000001 second that i would be alive mind you).

People in life or death situations do tend to flee out of fear because its intrinsic with our being but we will be somewhat irrational and stand up for what we believe in and for our loved ones. I guess...

A leader can't help everyone, thus he can't be loved by everyone. He can never appeal to all the values and ideas that his "subjects" could hold. However, everyone fears their own mortality, and any leader can use that to his advantage.

So i definitley think that in power, fear is better.

Good question.

The nice thing about fear is it works now, whereas love may need time to show its strength. Since fear works immediately, it can catch people off guard and force a quick, shallow decision. Staying in a situation out of love requires a conscience decision, whereas fear has the advantage of being a reaction.
